The Flight Review Kit

Level 1 Complex.
The hardest certificate Transport Canada issues to a drone pilot, and the least well served. These are for pilots who have finished their 20 hours of ground school and still don’t feel ready — and for operators who need the paperwork afterwards.
None of this is ground school, and no PDF can be. CARs 901.90(c) requires 20 hours of instruction from a provider that has filed a declaration under Standard 921.08. This is what you read alongside that course — and unlike the course, it doesn’t expire. Full details.

L1C Practice Exams — 3 Papers
150 original questions across three complete papers, in the real format: 50 questions, 90 minutes, 80% to pass. Every answer explained and referenced to the knowledge area and regulation it comes from.
L1C Operator Templates
The operational risk assessment worksheet on AC 903-001, a CONOPS skeleton, a BVLOS site survey covering CARs 901.27 including paragraph (h), a crew briefing card, and the lost-link and fly-away contingency cards.
The RPOC Application Pack
The documentation an RPAS Operator Certificate obliges you to hold: the operations manual, the maintenance control manual, the safety processes, the training programme. A 67-page guide, fourteen editable Word and Excel templates, and a 33-page worked example filled in end to end.
The RPOC Application Pack
A Level 1 Complex flight must be conducted under an RPAS Operator Certificate. The certificate is issued on declaration and issued immediately — Transport Canada does not read your operations manual before issuing it. What that means in practice is that nobody checks your documentation until an inspection, after you have been operating under it.
This pack is the documentation. Not a course, not a consulting engagement: a guide that works through every requirement from the regulations outwards, the editable files you actually fill in, and one fictional operator’s complete set to show you how much detail is enough.
The Guide
Ten parts covering the certificate, the accountable executive, the operations manual, procedures, training, safety processes, maintenance and the second manual, the aircraft declaration, records, and the declaration itself. Every requirement quoted from the CARs and explained, with what a thin version looks like beside an adequate one.
The Templates
Eleven Word documents and three Excel registers. Unlocked, no macros, and tested to open cleanly in both Word and Google Docs. The risk register has the assessment matrix pre-built; the training register tracks annual training and the 24-month recency clock separately, because they are different obligations.
The Worked Example
One fictional operator with its whole set completed — including a safety occurrence followed from the report through the analysis to a follow-up that found the first fix had not worked. A blank template tells you what to write. A completed one tells you how much.
Includes twelve months of free updates. Division XII is new law made by SOR/2025-70, and the supporting guidance describes itself as still under development.

No. The free courses cover the whole certification pathway, and the Basic exam needs nothing more. These paid resources save you time — the Advanced depth in one place, printable formats, and working templates — but the information itself is free on this site.
